Drone defence plan – who it affects and what to do

Under Hungary's Government Decree 211/2025 (VII. 17.), priority facilities designated by the Defence Council must operate a counter-drone protection system. The designated operator has six months to request a drone defence plan from the Special Service for National Security (Nemzetbiztonsági Szakszolgálat), which prepares it free of charge within a further six months.
Who does it affect?
Organisations and facilities designated by the Defence Council on the proposal of the minister responsible for the civilian national security services and the minister of defence. Designation is not based on a public list – affected operators are notified.
Timeline
- Designation by the Defence Council
- Within 6 months the operator requests the plan in writing from the Special Service for National Security
- Within a further 6 months the Service prepares the plan, free of charge
- Implementation – a body responsible for operating the system must be appointed; procurement, installation and operation are typically the operator's responsibility
What the plan contains
- the risks of a drone attack on the specific facility
- the sub-areas requiring priority protection
- the technologies to be used and where they are installed
- the size of the protection zone, matched to the facility and its threat level
The operator must cooperate with the Service and provide the information required.
How to prepare
- Site map; list of assets and processes to protect
- Description and interfaces of existing security systems – CCTV, access control, control room
- Airspace and surroundings: approach directions, neighbouring sites, terrain
- Records of past drone incidents and sightings
- Responsible unit, decision rights, point of contact
After the plan
